Set the organization's basic details before preparing the team. Organizational Identity belongs to Planning, not this stage.

Departments organize people and are selected when creating users; they are not the same as permissions.

Prepare positions before assigning them to employees. Positions and departments serve different purposes.

Create accounts with an assigned department and appropriate access, without using Admin as a temporary shortcut.

Distinguish Settings access from each module's permissions and review what each person can do.
